UCA Youth Leadership Council Description

The UCA Youth Leadership Council strives to nurture, empower, and prepare the next generation of Chinese Americans for full participation in American democracy and civic life through networking, advocacy, and community building. We’re an initiative of the United Chinese Americans (UCA), a national nonprofit and nonpartisan civic movement committed to enriching Chinese American communities. 

Our goals are three-fold. First, we want to provide consistent and quality programming (be it cultural or identity focused) to the younger Chinese American community. In doing so, we are focused on being able to provide a support network. Second, we want to host a convention, the UCA National Youth Convention. This conference will be a place for people in our generation to meet and form in-person relationships and bonds with one another as well as access a wealth of resources. Third, we want to run our second year of UCA Summer University, a summer program for high school students, where council members will take an active role as facilitators and group leaders. 

To do this, we are currently looking for new members to join our existing council. We are looking for high school and college students who are civically-minded and passionate about our community. We are looking for people of different skill sets – organizational, administrative, creative, design-focused, computer-savvy – to fulfill roles on our council. We want students who are committed to our mission statement and are willing to put in the time and effort. Although there will be frequent contact and mentorship from the UCA, we want the Youth Council to be self-run and independent, so we are looking for self-starters and motivated individuals.

UCA Youth Leadership Council Position Descriptions

Below are the descriptions for each position. 

Note on time commitment: Estimated average. More time commitment leading up to large events like the hosting of the UCA National Youth Convention.

Executive Council (6)

College students

  • All executive council members are expected to be present at bi-weekly regular council meetings as well as weekly executive council meetings.
President

Time Commitment: 5-10 hours/week

  • The President has overall responsibility for the operation of the Youth Council, calls and presides at all regular, executive, and special meetings of the Council and regularly meets with Programming and Marketing teams weekly as well as with the UCA. They are expected to have a meeting agenda for every meeting and head projects. 
  • The President is expected to meet with each council member at least once every four months to check in on their progress. They serve as a resource for council members if they need guidance. 
  • The President is expected to also serve as the outward voice of the Youth Council. This includes responding to any journalistic inquiries that the Marketing division sends their way. 
  • The President is expected to be available at the UCA National Youth Convention in the summer and is expected to lead the initiative and the rest of the team in planning for that event. 
  • The President is expected to lead the initiative and the team to plan for the UCA Summer University as well as manage any weekly programming that may come up. 
  • The President is responsible for spearheading initiatives and leading the rest of the Council to fulfill the Council’s mission statement.
Vice President

Time Commitment: 5-10 hours/week

  • The Vice President is in charge of the policy of the Youth Council and will be acutely responsible for the creation and maintenance of the Youth Council Bylaws document. They will review the bylaws at least once every six months, and should changes be necessary, they will draft a memo to the Executive Council regarding the changes, and will conduct an edit should the change be approved by a two-thirds majority. 
  • The Vice President will also be responsible for transition and the election of new Youth Council members, along with the President. They will help facilitate the process alongside the UCA Liaison Chair in reviewing applications, interviewing, and selecting members as well as onboarding. 
  • The Vice President will perform the duties of the President in their absence, and should the President resign, the Vice President shall resume their place unless they are unable. 
  • The Vice President will work closely with the Secretary/Treasurer in order to help manage fundraising and the finances of the Council. 
  • The Vice President is expected to assist the President in their initiatives and is expected to help plan for the UCA Summer University and the UCA National Youth Convention in the summer. They are expected to attend the conference.
Secretary/Treasurer

Time Commitment: 5-10 hours/week

  • The Secretary/Treasurer must supervise all aspects of finance for the Council. They are responsible for the financial stability of the council, should pay any bills promptly, provide financial reports to executives, and make sure all receipts and bank statements are retained for records. 
  • They guide budgetary and discretionary spending decisions and prepare the annual spending report.
  • They are responsible for reimbursing those who use their funds for Youth Council events and keeping all receipts and bank statements. 
  • They are responsible for scheduling and creating zoom calls, continuing the discussion and facilitation of budget review, and managing meetings with Marketing and Programming teams about their spending. 
  • They are also responsible for taking notes at every executive meeting and regular meeting to ensure that there are records of every meeting held. They are responsible for organizing and managing these notes in a shared Google Drive.
UCA Liaison Chair

Time Commitment: 5-10 hours/week

  • This is a UCA-appointed position and will be filled by a UCA employee and member in order to maintain strong relations between the UCA and the UCA Youth Council. 
  • The Liaison Chair is expected to attend every single Youth Council Executive and regular meeting and regularly report to the rest of the UCA on how the Youth Council is working. 
  • The Liaison Chair is expected to be involved in the planning of special events like the UCA Summer University and the Youth Convention.
  • The Liaison Chair is expected to report any violations on the members of the council to the UCA for disciplinary action. 
  • The Liaison Chair is a resource to members of the Youth Council and is expected to be a point of contract between the UCA and the Youth Council. 
Executive Programming Coordinator (college student)

Time Commitment: 5-10 hours/week

  • They are responsible for spearheading regular programming (speaker series, newsletters) and special event planning. Specifically, the UCA National Youth Convention and UCA Summer University. They are particularly responsible for organizing their programing coordinators and giving them tasks to advance the council’s programming projects. 
  • They are responsible for being in contact with the Executive Marketing/Communications Coordinator in order to ensure that their programs are being promoted on the Youth Council’s social media and website.  
  • They are responsible for holding weekly meetings with the programming coordinators to ensure that projects are being completed and progress is being made. They will prepare a report and give it in a weekly check-in meeting with the President. 
  • They are responsible for implementing surveys and research initiatives to help learn more about Chinese American issues which include but are not limited to stereotypes, identity issues, mental health, and recruitment. 
  • They are responsible for gathering feedback on both regular and special event programming and writing a report on how to improve these programs for the future with their programming coordinators.
Executive Marketing/Communications Coordinator (college student)

Time Commitment: 5-10 hours/week

  • They are responsible for spearheading the marketing campaigns for both UCA special events and regular programming. Specifically, the UCA National Youth Convention and UCA Summer University. They are responsible for communicating with the Executive Programming Coordinator in order to facilitate the marketing process. 
  • They are responsible for organizing their marketing/communications coordinators and creating a posting/marketing schedule such that all their coordinators are involved in the marketing of programs and initiatives. 
  • They are responsible for holding weekly meetings with the marketing/communications coordinators to ensure that marketing campaigns are being completed. They will prepare a report and give it in a weekly check-in meeting with the President. 
  • They are responsible for managing the content on Youth Council social media accounts (Instagram, Facebook, WeChat, Newsletters), including coordinating with guest speakers to do features and promote events. 
  • They are responsible for assisting the president and vice president with responses to journalistic inquiries. 
  • They are responsible for creating a monthly newsletter with the progress that the Council is making alongside their marketing/communications coordinators.

Programming Coordinators (5-10)

High School Students

Time Commitment: 2-5 hours/week

  • They are responsible for assisting the Executive Program Coordinator in regular programming (speaker series, newsletters) and special event planning. Specifically, the UCA National Youth Convention and UCA Summer University.
  • They will divide themselves into committees in order to best focus on regular programming as well as programming for the UCA National Youth Convention and UCA Summer University. But every coordinator will share the responsibilities and work evenly when it gets close to a special event occurring. 
  • They are responsible for attending weekly meetings with the programming coordinators to ensure that projects are being completed as well as for attending bi-weekly general, regular council meetings. 
  • They are responsible for assisting the Executive Program Coordinator in implementing surveys and research initiatives to help learn more about Chinese American issues which include but are not limited to stereotypes, identity issues, mental health, and recruitment. 
  • They are responsible for assisting the Executive Program Coordinator in gathering feedback on both regular and special event programming and writing a report on how to improve these programs for the future.

Marketing/Communications Coordinators (5)

High School Students

Time Commitment: 2-5 hours/week

  • They are responsible for assisting the Executive Marketing/Communications Coordinator in marketing campaigns for both UCA special events and regular programming. Specifically, the UCA National Youth Convention and UCA Summer University. 
  • They are responsible for attending weekly team meetings with the Executive Marketing/Communications Coordinator to ensure that marketing campaigns are being completed as well as for attending bi-weekly general, regular council meetings. 
  • They are responsible for assisting the Executive Marketing/Communications Coordinator in managing the content on Youth Council social media accounts (Instagram, Facebook, WeChat, Newsletters), including coordinating with guest speakers to do features and promote events. 
  • They are responsible for assisting the Executive Marketing/Communications Coordinator in creating a monthly newsletter with the progress that the Council is making alongside their marketing/communications coordinators.

Website Management Expert (1) (HS/college student)

Time Commitment: 5-8 hours/week

  • They are responsible for managing the Youth Council website and its upkeep.
  • They are responsible for communicating with the Executive Council (specifically the President) as well as the Marketing and Programming teams to update the website based on the programming being held. 
  • They are responsible for ensuring that all information on the website is up to date including links to all social media sites managed by the Marketing/Communications team. 
  • They are expected to attend bi-weekly council meetings as well as check-in with the President every week.
